The National Center for Victims of Internet and Cyber Exploitation (NCVIC) operates as a global clearinghouse for reports of illegal, non-consensual online content. NCVIC provides a coordinated, technology-driven response to the proliferation of digital abuse materials and is dedicated to confronting the growing crisis of online exploitation.
We balance freedom of expression with meaningful harm reduction for victims by using narrowly tailored, minimally invasive enforcement pathways. We act only when real harms to real people have been verified, and only where the reported material is clearly unlawful, non-consensual, or otherwise prohibited under the governing standards of the services involved.
As a clearinghouse, NCVIC serves as a point of coordination between victims, platforms, infrastructure providers, and law enforcement.
Our work is grounded in the principle that effective enforcement and freedom of expression are mutually reinforcing: lawful takedowns should be precise, transparent, and scoped to addressing proven, real world harms.
